No "Add New" button for themes and plugins in WordPress admin
The most common reason for not being able to see the “Add New” button when you are trying to install a new theme or a plugin on your WordPress website is that you are using a WordPress Multisite.
When using a Multisite, the buttons for installing themes and plugins are located at the My Sites on the admin bar -> Network Admin -> Themes or Plugins respectively.
